Stephen Pugh is head of the food labelling team in the UK’s Department for Environment, Food and Rural Affairs (Defra). He was the lead negotiator for the UK in the Council Working Group on the European Commission’s proposal for a Regulation on the Provision of Food Information to Consumers. Stephen has worked in food labelling for the over four years. Before moving to Defra, he carried out a similar role in the UK’s Food Standards Agency, where he had worked since April 2000, originally as the co-ordinator of research in the Agency and then on secondment with the European Commission as a National Expert (END). He has worked in the central Government, as a permanent civil servant, for more than 20 years. During this time he has always worked in the general area of food safety and standards. Prior to becoming a civil servant, Stephen worked initially as a teacher before leaving that profession to study for a higher degree in molecular electronics.
